[Asgard has never barred itself to the other pantheons, but there's been an unspoken agreement that gods stay out of each other's business.

That sounds like a rule, though. Loki makes it his job to break those, or bend them. He might be bound to the realm as part of his punishment for that disaster in New York City, but that doesn't mean he'd be unwelcoming to others who come to him. Particularly others of a similar bent.
